Nancy Amoroso is the Co-founder/Owner of Vigilare, a professional services corporation providing Covert Mobile Surveillance Training to Law Enforcement (LE) agencies and private Organized Retail Crime (ORC) investigators.


Nancy recently retired from the Los Angeles Police Department (LAPD) after 28 years of service. She has spent the majority of her longstanding career in law enforcement working in specialized units. As an Officer, Detective, Detective Supervisor and later, Detective Officer-In-Charge, Nancy worked assignments in narcotics, homicide, robbery, internal affairs, officer involved shootings and other major crimes. Nancy has spent the last 12 years of her career running a specialized surveillance squad that excelled in investigating and providing key information that led to the conviction of a variety of criminal activity.


​Nancy was recognized as a Subject Matter Expert (SME) in the field of Covert Surveillance by the LAPD and the California Commission on Peace Officer Standards and Training (POST).  She was also an adjunct instructor for the College of the Canyons in the Los Angeles area, providing college credits to LE personnel for attending the training she provides.  Nancy has spent years travelling the country as a student, instructor, and observer, attending surveillance techniques courses in order to perfect her tradecraft by exposing herself to up-to-date, best practices utilized throughout the country at the local, state and federal levels, including the Federal Bureau of Investigation (FBI).  Subsequently, she was a regular presenter at the FBI courses when offered in the Los Angeles area.

Most recently, through Vigilare, Nancy has dedicated her efforts in bringing the safest, most effective and widely accepted best practices of Covert Mobile Surveillance to ORC Investigators and LE officers in the form of Vigilare Surveillance Training Certification, or VST Certification. 

VST Certification is defining industry expectations and establishing the ORC industry standards for mobile surveillance by enhancing the safety and successes of ORC investigations.

Ross Hay is the co-founder and co-owner of Vigilare, a professional services corporation providing Covert Mobile Surveillance Training to law enforcement agencies and private Organized Retail Crime (ORC) Investigators.

Ross is also currently a Detective III, Officer-In-Charge, of a Covert Operations Squad for the Los Angeles Police Department.  He has 30 years of experience with the LAPD having worked uniformed, undercover and detective assignments throughout the City. His assignments include patrol in South Central and the Westside of Los Angeles, being a gang officer and detective in the well-known LAPD gang unit, Rampart CRASH, and investigative assignments as a Detective, Detective Supervisor and Detective Officer-In-Charge in Anti-Terrorism, Narcotics, Officer Involved Shootings, Homicide, Robbery, Burglary, Thefts, Sex Crimes, Internal Affairs, and Major Crimes Division.

Ross is recognized as a Subject Matter Expert (SME) in the field of Covert Surveillance by the LAPD and the California Commission on Peace Officer Standards and Training (POST).  Ross is currently the sole Certified instructor for the entire LAPD in Mobile Surveillance and an adjunct College instructor.  Ross has previously instructed at the FBI Surveillance Certification Course held in the Quantico, Virginia area and various locations throughout the country.  Ross also provides SME testimony in the area of Covert Operations and Mobile Surveillance.
